$10K reward being offered for information about unresolved Richmond homicide

A reward of $10,000 is being offered in exchange for information on the murder of a man inside a Richmond business six years ago.

Stephen Chong was found dead inside his business at  8260 Granville Ave. — which is in a plaza near No. 3 and St. Albans roads — at 5:30 p.m. on Oct. 18, 2019.

Investigators with the Integrated Homicide Investigation Team (IHIT) found the 58-year-old man's death to be suspicious.

Six years later, IHIT continues to investigate Chong's case and has been "following the evidence trail," with some of the details being pieced together.

Chong was a notary public in Richmond with no record of criminality.

In an update on May 29, Sgt. Freda Fong, media relations officer with IHIT, said Chong's death had a "profound impact" on his professional community.

"IHIT continues to actively investigate Mr. Chong’s murder, and investigators have been diligently following the evidence trail, which has helped in piecing some of the details together," said Fong.

"IHIT still needs anyone with information to come forward."

A letter from the Society of Notaries Public of BC described Chong as an individual who took pride in the services he provided and in building relationships with his clients and the community.

"He was a well-respected legal professional known for his honesty, reliability, and as a person of integrity to both clients and fellow notaries. Stephen was a mentor and confidant to many in the legal community," reads the letter.

It added that his death had "a tremendous impact" on not only his family, friends and clients, but also other notaries in B.C.

"The Society of Notaries Public of BC is offering a reward of $10,000 for information provided to IHIT that leads to the arrest and charge of the individual or individuals responsible for the murder of Stephen."
