OTTAWA — Environment Minister Steven Guilbeault says the oil and gas industry will have to cut emissions by at least one-third by 2030.

He says a framework outlining the cap, which is being published today, lays out both feasible and constitutional plans to lower emissions from Canada's most carbon-intensive sector.
