I would question such a change because, while driving north you have a double curve as you come off the bridge, then there will be this rotating sign distracting your attention all at once. Think about it, is this decision considering highway safety?
I don't think it is such a good idea. The idea of a rotating sign is to attract your attention and that is no place to have your attention distracted. I think a little common sense would dictate against having a rotating sign in that location.
