Don't limit council access

I think restricting access is a very importantissue that deserves far more clarification in any procedural bylaw ["Bylaw changes 'troubling' Patterson," The Chief, Jan. 22].

Allowing one person, even if it is our mayor,to decide who appears before council and whether he deems the issue important enough is not the way bylaws should be written. There must be formal criteria that aids in determining who can speak so that everyone can understands the rules.

Preferably there should be no restricted access to anyone who feels they have an issue important enough to them to have council to listen to their concerns.
