Litter woes

Editor, I've read the occasional letter complaining about the litter around Squamish. From my observations, I don't believe the problem is with our good residents but with our garbage collection system.

I've read the occasional letter complaining about the litter around Squamish. From my observations, I don't believe the problem is with our good residents but with our garbage collection system. I am not pointing a finger, because the garbage does need to be collected. The issue is with the wind and containers. If there's any sort of wind on garbage day, the wind scatters all the loose garbage around while it's being poured into the truck. I have personally observed the mess this makes on collection day at the highschool when paper recycle bins are emptied. Short of putting the paper into bags, what can be done, without incurring signficant costs to change the system?
